Why do India not appoint an Indian coach?

Their last three coaches have been a New Zealander (John Wright) a South African (Gary Kirsten) and now an englishman (Duncan Fletcher). Surely there are plenty of competent Indian coaches, why do they not hire one of their own as head coach?
