How to fix horrible messed up hair!?

I'm a boy and my hairs all ways horrible it's wavy and puffy and when I comb it it looks rly nice but then just a little wind and it's horrible again my hairs a short Justin bieber and I want hair like him not puffy and stays In place and does not get messed up I just want it to fall into place the way I comb it each time it get messed up HELP!!
