Can anyone learn to sing?

Im a guitar player at heart and am moving to nashville to persue my dream of playing music. But i was wondering if i could also learn to sing well to try and become a background singer. It would be valuble if i could add something that might make me more versatile or wanted more. So can anyone learn to sing? Im not great but am not absolutely terrible either. Can i improve my range or make my vocal chords more powerful (pretty much just become a better singer)?
